Wyk 3 wil 'n tent of woonwa leen

Henda Thiart, die Demokratiese Alliansie se kandidaat vir Wyk 3, wil dringend ‘n tent of ‘n woonwa leen. Die tent of woonwa sal op stemdag (18 Mei) as ‘n DA-fokusarea by die Tecoma-stempunt gebruik word. Skakel haar asb. by 042-296-1976 as u kan help.

Henda herinner kiesers daaraan dat hulle hul stem op 18 Mei 2011 tussen 7.00 vm. en 7 nm. kan uitbring.

Gelukwensing

Tydens hulle gereelde maandelikse vergadering op 31 Maart, het die DA-bestuurskomitee van Wyk 3 ‘n mosie aanvaar waarin alle wyks- en proporsionele kandidate van die Demokratiese Alliansie in die Kouga van harte geluk gewens word met hulle benoeming. Hulle word sterkte toegewens met die Groot Stryd wat in die aanloop tot die munisipale verkiesing op 18 Mei 2011 voorlê.

Munisipale verkiesing, 2011: DA maak sy kandidaat vir Wyk 3 bekend

Sophia Hendrina Thiart, in die handel en wandel bekend as Henda, sê sy is op 1 Mei “in die jaar toet” op Barkly-Oos gebore, die enigste dogter van Jan en Alida Delport. Sy het ook ‘n jonger broer, ‘n afgetrede SALM-generaal wat in Pretoria woon.,

Henda het aan die Hoërskool Sentraal in Bloemfontein gematrikuleer. Hierna was sy in Bloemfontein by die die Landmeter-Generaal, die Departement van Arbeid, Universitas Hospitaal en die Universiteit van die Vrystaat werksaam. As ‘n kranige tennisspeler, het sy ligatennis in Bloemfontein gespeel.

Soos vir die meeste Jeffreysbaaiers, was die roepstem van ons kusdorp baie sterk en het Henda in 1987 hierheen getrek om haar eie sake-onderneming op die been te bring. Sy was ook jare lank ‘n aktiewe lid van die Jeffreysbaaise rolbalklub.

Sy is met Johan Thiart getroud. Hy is ‘n bekende en gerespekteerde inwoner van Jeffreysbaai.

Henda is baie trots op haar kinders uit ‘n vorige huwelik. Haar oudste seun woon in Bloemfontein en haar dogter boer saam met haar eggenoot naby Humansdorp op die Oesterbaaipad. Haar jongste seun bevind hom tans in Sydney, Australië. Soos die meeste oumas verlang sy knaend na haar kleinkinders: twee seuns en drie dogters.

Haar lewensfilosofie is eenvoudig, sê sy: “Ek wil diens aan die mense in my omgewing lewer en die boodskap van liefde uitleef.”

En waarom moet Wyk 3 se mense op 18 Mei vir haar stem?

“As gevolg van my jarelange gemeenskapsbetrokkenheid, onder andere as lid en oud-voorsitter van die Jeffreysbaai-belastingbetalersvereniging, en as lid van die Demokratiese Alliansie, is ek ingestel op gemeenskapsdiens. Ek sal ‘n positiewe bydrae lewer aan die inwoners van Wyk 3,” belowe sy.

Notule van die Wyk 3-komiteevergadering, gehou op 18 Januarie 2011

Verwelkoming
Die Voorsitter heet lede van die komitee asook genooide gaste baie welkom en open met gebed.

Goedkeuring van die vorige notule
Die notule die vorige notule (23 November 2010) word as gelees beskou en goedgekeur. Voorsteller: H Retief; sekondant: Charles Womersley.

Sake voortspruitend
• Huisvergaderings realiseer nie. Doen weer ‘n beroep op komiteelede.
• Finale afbakening van Wyk 3 bekend. Grense word aan die vergadering voorgehou: Poplar, AD Keet tot by Noorsekloof, af tot by die see, tot by Tecoma en dan Da Gama tot by Poplar.

Aspirant-kandidate - Wyk 3:
Die sekretaris vra ‘n spreekbeurt en meld dat mnr. Brenton Williams, woonagtig in Marina Martinique, en syself nou as goedgekeurde aspirant-kandidate vir Wyk 3 benoem is. Daar bestaan ook die moontlikheid van onafhanklike kandidate. Die sekretaris vra raad van die vergadering oor hoe om die situasie van twee kandidate in ‘n wyk te hanteer. Raadslid Botha sê dat die DA geen kandidate wil ontmoedig nie en kyk na potensiaal. In hierdie stadium is die komitee se standpunt dat hy vir die DA werk.

Die vergadering meen dat dit onverstaanbaar is dat twee kandidate wat hulle vir dieselfde posisie beywer, moet saamwerk.

Die vergadering het voorbehoude ten opsigte van die feit dat die sekretaris mnr. Williams moet skakel en nooi om saam te werk.

Die vergadering voel dat ‘n onbekende kandidaat die wyk baie stemme sal kos. Aspirant-kandidaat Thiart is welbekend in Wyk 3 as een wat haar as voorsitter van die Jeffreysbaai-belastingbetalersverenigingen toegewy het aan dienslewering aan die gemeenskap.

Daar word besluit dat daar wél met mnr. Wlliams kontak gemaak sal word en dat hy genooi sal word om insette te lewer en te help met herregistrasie.

Verslag - Raadslid dr. Nico Botha.
• Fred Dennis en Japie Jansen is terug in hul poste. Die DA is die mening toegedaan dat die saak so gou moontlik afgehandel moet word.
• Die omstrede kontrak vir 2500 huise in Kruisfontein gaan voort. Kontrakteurs is reeds op die terrein. Daar is gerugte dat die ROD, wat magtiging verleen vir die bou van die 2500 huise, nie bestaan nie. Daar is ‘n opname gemaak vir die bou van nog 1726 huise in Jeffreysbaai. Die vraag word gevra wie die oprigting van die bogenoemde huise befonds? Raadslid Botha antwoord dat die Staat die finansies voorsien.
• Kouga Munisipaliteit is by name genoem dat hulle nie hul ESKOM-rekening kan betaal nie. Die Provinsie sal moontlik hulp verleen.
• ANC-raadslid Stuurman is nou die hoofsweep van die ANC in die plek van Me. Cameleo-Benjamin .

Nuwe sake
• Die sekretaris deel die vergadering mee dat sy toestemming gekry het om ‘n DA-kennisgewing saam te stel wat besonderhede bevat oor die herregistrasie wat op 5 en 6 Februarie 2011 sal plaasvind. Kwotasies sal by die drukker verkry word en dan aan die DA-struktuur voorgelê word. Barry Vosloo bied aan om die sekretaris met die opstel van die dokument te help. Op ‘n vraag van Charles Womersley oor hoe ons die wyk se kiesers gaan bereik, word besluit dat die kennisgewing van deur tot deur afgelewer moet word.
• Herregistrasie op 5 en 6 Februarie 2011 is nou die party se prioriteit. Klem sal geplaas word om jong mense wat pas 18 jaar oud geword het, aan te moedig om te registreer en te stem. Dieselfde geld vir nuwe intrekkers.

Die datum vir die volgende vergadering sal later bepaal word.

The minutes were previously circulated and taken as read. Approved. Proposed: J Davel. Seconded: C Womersley.

Matters arising from the previous minutes
Ward 3 AGM could not take place as scheduled for the 27th August 2010. Unfortunately it coincided with an event in the NG Church Centre and the members who turned up did not constitute a quorum. A new date was set for the 14th October 2010 at 17 Tamarisk Square at 17:00.

Report back by Councillor Botha
(i) Ward 3 Tecoma voting station: 4079 voters. Approximately 1000 voters will have to re-register in the new word 8 ( NG Church).
(ii) The final delimitation of the wards were published in Provincial Gazette No 2438 dated 31th August 2010. The DA will have to work very hard and encourage every registered voter in wards 3,8 and 11 to vote en masse. Wards 2 and 14 (Pellsrus and Aston Bay/ Paradise Beach/Tokyo
Sexwale) will need a lot of work and motivation amongst the brown
and black voters to vote for the DA.
(iii) The pre-paid meter contract has been cancelled. Approximately R4.5 mil. is still outstanding. Hopefully the money will be recovered by the Municipality.
(iv) Eleven applications were received for wind farms in the Kouga area.

General
(i) To date 134 new DA members have been registered in Ward 3.
(ii) A House meeting was held on 11th August at 11 Chestnut Street. 10 people attended.
(iii) A branch committee meeting for the newly elected Ward 3
committee will be held on 26th October 2010.

Ward 3 Chairman’s Annual Report - 2009/2010

Introduction
I am honoured to present a brief report with regard to the activities of our branch for the period 21 July 2009 to 31 July 2010.

Executive Committee
The Executive Committee as elected at the previous annual general meeting has changed somewhat compared to the current one. This was caused through the passing away of one of our members, Andrew Moyles, as well as the re-demarcation of the Municipal Wards. As already known to most of our members the municipal wards were increased from 10 to 15 and the old ward 3 has been subdivided into wards 3 and 8. The current Executive Committee for Ward 3 consists of myself as chairman, C Womersley (Vice Chairman), Henda Thiart (Secretary), Dr Nico Botha(serving ward representative/co-ordinator), Janus Davel and Dr Barry Vosloo.

Voter Registration
As a result of the subdivision of the old Ward 3 it should be noted that all registered voters East of Dr A D Keet road where it intersects with Noorsekloof road down to the sea and along the coast line to include Kabeljauws, along Da Gama road to the corner of Eden Glen (excluded) following the boundary of Eden Glen to Firethorne street up to the intersection with Dr A D Keet road, if not already registered in this ward please re-register. For easy reference one can check the code number of the voting station in one’s ID. In this case the number should be 1014 0017 00. The IEC will probably arrange for voters to register locally during JANUARY and FEBRUARY 2011. The actual dates and registration points will be announced at a later date. Registration can also be done during office hours at the IEC offices at the Country Club in Humansdorp.

Recruitment of Members
As already known to most the D A Head Office resolved that members should be recruited via the holding of house meetings and door to door visits. In ward 3 eight house meetings were already held . I want to take this opportunity to place my sincerest thanks and appreciation on record to those owners who made their residences available for the holding of these meetings. Not only the reception was cordial but also the reaction from those who attended was positive and mostly all enrolled as members of the D A and made substantial contributions towards the enhancement of the funds of the party. Our aim is to enrol at least 300 new members. The current number enrolled is 131.

Communication
Where e-mail addresses are available those members are already receiving information on a regular basis. Where Cell Phone numbers are available it is fed into the data base of the DA and members might receive communiqués directly from the head office. I know for a fact that some members received reminders from the DA head office with the last General Election reminding them to vote. We now also have a blog. It is called “DAtanet”. Click here to obtain access. The blog is administered by Dr. Barry Vosloo.

Objectives
a) Our main object is to win the 2011 Municipal Election! We believe it is possible!
b) Furthermore we want to recruite members on a continuous basis.
c) To involve the youth over the age of 18 and to make sure they are registered as voters and will be able to vote in 2011.
d) To encourage new comers into our ward to make sure their names are on the voters roll and they will be able to vote in 2011.
e) To, if you feel free to do so, encourage friends residing in ward 3 to make their residences available for the holding of house meetings.

Lastly, my sincerest thanks and appreciation to each member of the Executive Committee for their support and kind cooperation.

Minutes of a Ward 3 committee meeting - 5th August 2010

Confirmation of the minutes of the 24th June 2010
The minutes were previously circulated and taken as read and approved. Proposed by B Vosloo and seconded by C Womersley.

Matters arising from the minutes
• To date we have 127 paid-up members.
• It is very difficult to recruit activists for door-to-door canvassing.
• Mostly elderly persons reside in Ward 3.
• Kowie Swiegers and Gene Tesselaar declared that they are available on election day to help where needed.

Report-back by Councillor Botha
• The KM is not forthcoming about important issues such as the pre-paid meter debacle and the theft of R860 000. The same can be reported about Fred Dennis and his suspension.
• The report-back meeting in regard to the activities of the oversight committee was poorly handled. Questions by the public and Councillors were unsatisfactorily dealt with.
• It was reported that a surprising number of Black paid up members attended the DA Congress in Cape Town. The Brown component was also well represented.
• The DA’s local aims are to win at least 4 wards with a large voters percentage in order to be able to nominate at least another 11 proportional Councillors. The new Council will consist of 29 Councillors, and for a DA take over we will need at least 15 Councillors.
• The newly-built ward committee office cannot be used by the Councillor of Ward 3. The KM has not yet provided furniture.
• Registration of voters. The office of the I E C will be available at venues still to be announced in January and February 2011. This information is important for the registration of voters in their Wards of residence on the day of the election, and also registration of new residents who are not yet registered in the Kouga as a voting district.

Ward 3 AGM
• It was decided that the AGM will be held on 27th August 2010 at 17:30. The venue will be the hall at Sea views Holiday Resort. After the AGM there will be a “bring and braai” and a social get together.
• In conjunction with B Vosloo the notices will be sent via the DA structures by SMS, E-mail notices, the DA Blog, and where none of the former is available, direct handouts to the member.
• The Chairman will communicate with B. Vosloo.
• Notices must be sent out not later than 13 August 2010. Councillor Nico Botha will be the guest speaker. An invitation will also be extended to Councillor Chimpy Cawood and MP Elza van Lingen.

Date of the next meeting
To be determined by the newly-elected committee.

Sake voortspruitend uit die notule
Huisvergaderings: H Thiart rapporteer dat daar reeds sewe huisvergaderings gehou is. Dit is ‘n manier om kommunikasie tussen politici en DA-kiesers te bewerkstellig.


Ingeskrewe lede: Daar word fluks gevorder met die inskryf van lede vir die nuwe boekjaar wat 1 Oktober 2010 begin. Hierdie lede sal as geouditeerde lede beskou word vanaf 1 Oktober 2010 tot 31 Mei 2011. C Womersley vra hoekom dit so belangrik is dat lede ingeskryf moet word. Raadslid Botha verduidelik dat geouditeerde lede die aantal afgevaardigdes per wyk na kongresse bepaal en dat ledegeld en donasies help om die koste van die verkiesing te bestry.


Terugvoering vanaf die raadslid
Raadslid Botha lig die vergadering in dat die grense van die wyke op 24 Junie 2010 aangekondig is. Wyk 3 se grense is aanvaarbaar, maar gesprek sal gevoer word oor die grense van Jeffreysbaai-wyke 8, 11 en 14. Wyke 2, 3, 8, 11 en 14 sal ook voorsien word van die DA-doelstellings vir die komende munisipale verkiesing.


Blog
B. Vosloo rapporteer oor die terugvoering vanaf wyke aan die blog. Veertjie in die hoed van Wyk 3 wat die meeste inligting verskaf het.


Nuwe sake
• Gerugte dat die Kouga 2000+ party wil ontbind sal opgevolg word. Lede van die party het reeds by die DA aangesluit.
• Die kantoor van die Wyksraadslid kan nog nie gebruik word nie aangesien dit nog nie gemeubileer is nie.
• Die koopkrag-debakel blyk ongesiens verby te gaan. Die rdl. Botha sal by die volgende vergadering hieroor verslag doen.
• Die R860,000 wat verduister is bestaan uit R200,000 kontant en die res is tjeks. Die tjeks is nie gewissel nie.
• ‘n Spesiale Raadsvergadering insake die begroting moet nog gehou word.
• Die Minister wil ‘n “Accounting Committee” instel. Die “Oversight Committee” moet funksioneer en die ouditvVerslag moet deur die munisipale bestuurder beskikbaar gestel word.

1. Opening and welcome:
The Chairman extended a word of welcome to all present. J Davel opened with a prayer.

2. Confirmation of the Minutes of the 6th May 2010.
The minutes were previously circulated and taken as red. Approved on proposal of J Davel and seconded by B Vosloo.

3. Matters arising from the minutes.
House meetings: 4 House meetings were held in Ward 3, and another 2 are scheduled for the first week in June. B Vosloo indicated that in the event of a problem with a suitable venue for future house meetings, their house is available.

4. Enrolment of DA Members.
At the date of the meeting 94 paid-up members were enrolled. C Womersley enrolled 21 members in Dr. Mike Herholdt. J Davel enrolled 6 members and K Swiegers, 16 members.
The Chairman expressed appreciation for hard work done.

B Vosloo asked that the DA membership list be e-mailed to him so that he can update his list of e-mail addresses.

5. Reportback by Clr. Dr. Botha
Unfortunately Councillor Botha had Council commitments and could not attend the meeting.

6. D A Blog.
B Vosloo said that the D A Blog will be up and running by the first week of June. The committee extended their sincere thanks to him for his enthusiasm towards the needs of the DA.

Minutes of a committee meeting held on 6th May 2010 at 16:00 at the Jeffreys Bay Golf Club

1. Attendance
Present: J Thiart (Chairperson), Dr. B Vosloo, J Davel, Clr. Dr. Nico Botha, Charles Womersley and H Thiart (secretary)
Absent: A Bellingan

2. Opening and welcome.
The chairman extended a word of welcome to all present and opens with a prayer.

3. Confirmation of the minutes of 25th march 2010.
After the minutes were read they were approved on the proposal of B Vosloo, seconded by
J Davel.

4. Matters arising from the minutes.
(a) Appreciation was expressed for the house meetings arranged by B Vosloo and J Davel. Both meetings were well attended. Clr. Botha conveyed the Mission and Vision of the Democratic Alliance, and also the focus of the local D A.
Questions were asked and after answers were given, there was a better understanding of how important it was for the DA to defeat the ANC at the ballot box in order to take charge of the future of the Kouga. Five future house meetings were envisaged for Wavecrest and Kabeljouws.
(b) A DA brochure setting out the Vision and Principals of the DA was compiled by Ossie Bellingan, Barry Vosloo and Pieter Butler. The booklet was sponsored by the provicial DA office and will be used as a canvassing tool.

5. Report back by Clr. Botha
Two new branches will be established in the Jeffreys Bay region, one in Pellsrus/Ocean View on 26th May, and the other in Paradise Beach on the 27th. According to Jerome Perrils approximately 45 members have already been enrolled in Pellsrus. According to Pieter Butler, Paradise Beach members will meet at the NG Church Hall at 4:30..

6. Demarcation Board
Councillors met with the Demarcation Board and apparently no objections were lodged with regard to the boundaries of the new Ward 3. D. A D Keet Street will be worked on both sides by our team. A plan of the ward will be supplied to the committee by Clr. Botha.

7. 2011 municipal election: Interviews with aspirant candidates
Interviews were held with the aspirant candidates in the Jeffreys Bay region. The secretary was out of town at the time, but will be interviewed in the near future. A list of tasks to be performed by the aspirant candidates was handed over to them. Only after the meeting of the Electoral College the aspirant will be interviewed by a selection panel consisting of DA members beyond the borders of the Kouga. Only then, and if the aspirants are recommended by the selection panel, will they be nominated as candidates.

8. Budget Meeting, Ward 3
The Ward was very poorly represented. Mr Abdullah had an answer to every question in spite of the fact that Rome is burning.

9. DA Golf Day at St Francis Golf Club.
The aim is to collect about R100 000. It is very difficult to get willing sponsors in these trying times. Only R22 000 has been raised so far. SAB Miller will sponsor in kind.

10. Kruisfontein
The brown vote it is crucial to achieve a majority in the 2011 municipal election. The DA is working hard, but unfortunately it is also costing lots of money.

11. DA Blog
Barry Vosloo explained the advantages of a DA blog leading up to the 2011 municipal election. He will present his proposal at the Co-ordinating Committee Meeting. The meeting takes note and expresses support for the proposed blog.

12. Next meeting
The next meeting will be held on 27th May at 14:00 at the Jeffreys Bay Golf Club.

Newsletter/Nuusbrief, 9 Jun 2010

As you probably know, the present Ward 3 is likely to be subdivided into two new wards in the not too distant future, namely Ward 3 and Ward 8. Not to get confused, the existing Ward 8 will become Ward 11.

Die toekomstige Wyk 3 sal waarskynlik ‘n gebied insluit wat strek vanaf die kruising van dr. A D Keetstraat en Noorsekloofweg tot onder by die see en dan al langs die strand in die rigting van Port Elizabeth sodat Kabeljouws en Eedenglen ingesluit word. Die kloof by Firethornstraat sal die noord-westelike grens vorm.

In view of the municipal election in 2011, the DA has embarked on a system of house meetings at which the residents attending are informed of the aims and goals of the DA, and are encouraged to enrol as members. Several house meetings have already been held and a number of persons enrolled as members. The annual membership fee is R10 per person. As funds are always at a premium, people attending are also asked for a small contribution towards the expenses of the election campaign. This is absolutely voluntary, but we still ask DA supporters supporters to kindly consider this.

Indien u bereid is om ‘n huisvergadering aan te bied, tree asseblief met Johan Thiart by 042-296-1976 of 082-896-7258 in verbinding sodat die nodige reëlings getref kan word. Confirmation of the Minutes of 4th March 2010
The minutes, having previously been circulated, are taken as read and approved of on the proposal of J Davel, seconded by B Vosloo.

Matters arising from the minutes
(a) It is extremely difficult to find volunteers to help with the enrolment of members. At the last meeting the names of Kabeljouws residents Marie-Louise Daniels, Elmarie Mostert, Mymie van der Berg and Mason Ranger were mentioned as possible helpers. They will again be approached, and also asked to arrange a house meeting for six or eight interested voters.
(b) Dr. Botha confirms that minutes of committee meetings should also be forwarded to the regional office in Humansdorp.
(c) It is resolved that DA members residing in the the “old” Ward 3 will be co-opted to assist in the “new” Ward 3. The names of Gert Strydom and Constand Bezuidenhout are mentioned.
(d) The first house meeting will held be at the home of Barry and Rita Vosloo, 17 Tamarisk Square. The Vosloos are thanked for their kind gesture. J Davel promises that they will also make their home available for such a meeting at a later date.

New matters
General
(a) The Chairman reports that Mr Ossie Belligan has resigned as secretary as he cannot attend all meetings. However, he is willing to remain a committee member if this is acceptable to the committee. Henda Thiart will assume the responsibilities of Acting Secretary.
(b) Dr. Botha reports that Mr. C Rossouw of 15 Palm Cresent, a new resident in town, has made himself available as an aspirant candidate in Ward 3 for the 2011 elections.
(c) The committee notes that representation on the Electoral College to support the candidate is determined by the number of enrolled members in a Ward.
(d) The committee notes that knowledgeable persons should be co-opted on the committee.
Strategy for the 2011 municipal election
As indicated above the enrolment of members are of great importance. House meetings are identified as a strategy to affect this, to inform voters of salient issues and to afford them of the opportunity to ask questions. Clr. Botha will address house meetings. He will deal with various issues, including national goals of the DA and the strategic goals of the DA in the Jeffreys Bay region.
Fund raising
A list of potential donors has been drawn up and certain members identified to approach them.
Visit of Mr. Dan Plato, Mayor of Cape Town
Clr. Botha informs the meeting that Mr. Plato will visit our area on 27 March 2010 to address a meeting in the Cultural Centre, Humansdorp at 15:00. Mr. Athol Trollip will also be attending the meeting. Clr. Botha appeals to members to support this event.

The next meeting will be held on 6th May 2010 at 16:00 at the Jeffreys Bay Golf Club.
