CAPE TOWN — The long-awaited reshuffle of the Eastern Cape cabinet announced by Premier Noxolo Kiviet at the weekend had nothing to do with service delivery and everything to do with managing factional politics, Democratic Alliance (DA) leader in the provincial legislature Bobby Stevenson said yesterday.
He said that by changing every cabinet position barring the portfolio of sport, art and culture in what was the biggest shake-up in the province’s history, Ms Kiviet and the provincial African National Congress (ANC) had failed to take into account the need for continuity.
