New MEC for Education

Fit for purpose or not?

Will the lack of exposure to the education system render the new Eastern Cape MEC for Education, Mandla Makupula, not fit for purpose? The Democratic Alliance is grappling with the question whether the new MEC is indeed equipped to fulfil all expectations with regard to educational matters.

Honourable Makupula has been entrusted with the task of improving the quality of service rendered by the department of education. Given the lack of background in the education system, the Democratic Alliance hopes that he will, unlike his predecessors, consult with those in the trenches of education before making important decisions. Reshuffle will "harm delivery"

CAPE TOWN — The long-awaited reshuffle of the Eastern Cape cabinet announced by Premier Noxolo Kiviet at the weekend had nothing to do with service delivery and everything to do with managing factional politics, Democratic Alliance (DA) leader in the provincial legislature Bobby Stevenson said yesterday.

He said that by changing every cabinet position barring the portfolio of sport, art and culture in what was the biggest shake-up in the province’s history, Ms Kiviet and the provincial African National Congress (ANC) had failed to take into account the need for continuity. Vandeesweek het die jaarlikse “16 Dae van Aktivisme teen Geslagsgeweld” begin. Dit is ’n wêreldwye veldtog wat in 1991 aan die Center for Women’s Global Leadership aan die Rutgers-universiteit in die Verenigde State ontstaan het.

Die 16 dae begin op 25 November (Internasionale Dag teen Geweld teen Vroue) en eindig op 10 Desember (Internasionale Menseregtedag). Dié twee datums word gekoppel om te benadruk dat geweld teen vroue ’n skending van menseregte is. Die veldtog word in sowat 156 lande orals op aarde op verskeie maniere gevoer.

In Suid-Afrika het ons nog ’n dimensie bygevoeg – kinderregte. Ons noem die veldtog die “16 Dae van Aktivisme vir Geen Geweld teen Vroue en Kinders”. In ons konteks is dit ’n noodsaaklike toevoeging. Lees meer ...

Province to pay R30 million for municipal audit team

Thirty managers have been employed by the Eastern Cape at a cost of R30million to assist municipalities to obtain clear audits by 2014.

Details about the appointment of the additional 14 managers at senior level and 16 officials at manager level are contained in a reply to a legislature question by the DA to the Eastern Cape MEC for Local Government, Sicelo Gqobana.
The DA welcomes this intervention as part of “Operation Clean Audit” to assist municipalities in obtaining unqualified audits by 2014.

However, this intervention by the province shows no confidence in those employees in municipalities tasked with obtaining unqualified audits.

With these managers signing two year agreements with the department, the actual cost will exceed R60 million for the intervention period.

Yet again, the failed policy of cadre deployment by government in appointing staff who are unqualified and incapable of doing their jobs has resulted in this mess and an intervention by employing extra managers to solve the problem.

Of further concern is the appointment of Mr Speech Sohena, the former Municipal Manager of Sundays River municipality which was plagued by financial mismanagement under his watch.

Mr Sohena has been appointed as one of these managers to assist with this process.

When the Democratic Alliance runs this province we will ensure that those fit for purpose and who are capable and qualified to do this work will replace those who are currently failing.

Appointments of staff will be on a “fit for purpose” basis and not political deployment as is so often the case with government staff.

This will lead to greatly enhanced service delivery for all and especially the vulnerable who will not waste their money on sub standard service delivery that they are currently experiencing under this government.

This is the Hitachi scandal all over again

Recent evidence presented has indicated that the ANC, via its front company Chancellor House, is benefiting from the national energy crisis, through its recent purchase of a major Swazi coal mine, which is in turn apparently set to supply coal to several power plants, including the new Medupi plant. In other words, as was the case in the Hitachi scandal, the ANC stands to profit from higher electricity tariffs, and from the state’s World Bank loan deal. The DA believe that this amounts to a gross conflict of interest. It blurs the lines between party and state, and we once again call for the ANC to shut down Chancellor House. Read more ...

DA verwelkom die opheffing van die moratorium

Die DA verwelkom die opmerkings van Gugile Nkwinti, die Minister van Landelike Ontwikkeling en Grondhervorming, oor die regering se voornemens om die moratorium op plaasekwiteitskemas (PESe) op te hef. Die PESe is ’n grondhervormingsmodel wat behels dat die staat aandele in kommersiële plase namens die plaaswerkers wat daarop werk, verkry. Die regering wat hulle verdien?

Die internasionale politiek is vandeesweek oorheers deur wat pres. Barack Obama sy “skrobbering” (“shellacking”) in die middeltermyn-verkiesings genoem het. Die burgers van die VSA het die mag van hul stemme ingespan om hul frustrasie met die trae pas van ekonomiese herstel uit te druk.

Op Vrydag het ek tydens my besoek aan Indermark hieroor nagedink. Indermark is ’n klein dorpie met omtrent 5 000 inwoners ongeveer 90 minute per motor noord van Polokwane in Limpopo. Indermark maak deel van die Blouberg-munisipaliteit uit, waar die ANC in die een verkiesing na die ander meestal 90% van die stemme verwerf.

Die hoofdoel van my besoek was om “die kraan oop te draai” wat die gemeenskap ’n betroubare, toeganklike bron van water sou gee.

Daar is ander krane hier en daar in Indermark, maar hulle is dolleeg. ’n Waterstelsel wat die munisipaliteit voor die plaaslike verkiesings van 2006 aangebring het, het nooit gewerk nie. Die mense vertel my hulle koop water teen R10 per plastiekdrom van die min mense wat hul eie boorgate het. Vir die armoede-geteisterde gemeenskap van Indermark bestaan daar nie iets soos “gratis basiese dienste”, wat in munisipaliteite met die DA aan bewind die norm is nie.

’n Groep plaaslike DA-aktiviste het besluit om iets omtrent die waterkrisis te doen. Hulle het Koos en Jimmy van Amstel, plaaslike aartappelboere, genader om ’n boorgat, ’n tenk, ’n pomp en ’n kraan te voorsien (asook deurlopende instandhouding en krag) sodat die gemeenskap van Indermark ’n betroubare bron van gratis water kan geniet.

Ek het ook die plaaslike voedingskema en sorgsentrum vir 50 weeskinders besoek. Die sentrum word deur me. Mary Lamola bedryf. Sy en haar helpers is sogenaamd “in diens van” Limpopo se provinsiale regering, maar het ’n jaar gelede laas hul maandelikse besoldiging van R1 100 gekry. Mary het aan my vertel dat sy die sentrum alleenlik kan bedryf danksy die skenkings wat sy van plaaslike boere kry.

Wanneer ’n gemeenskap opdaag om die oopdraai van die enigste werkende gemeenskaplike kraan in hul dorp te vier, en wanneer plaaslike gesondheidswerkers steeds sonder betaling voortgaan om vir weeskinders te sorg, sien ’n mens dinge in perspektief. Veral in ’n provinsie wat in ’n spesiale verslag van die Ouditeur-Generaal as die mees korrupte in Suid-Afrika ten opsigte van regeringstenders uitgewys is. Die plaaslike munisipaliteit het in vyf uit die afgelope ses jaar oudit-weierings ontvang (die ernstigste strafbepaling vir finansiële wanbestuur). In Augustus vanjaar het die munisipaliteit nie ’n sent van sy bedryfsbegroting van R88 miljoen bestee nie. Hy het ook nog niks van die kapitaalbegroting van R38 miljoen bestee nie.

My besoek aan Indermark het nogmaals op ’n sterk praktiese manier by my tuisgebring hoe ’n korrupte en ondoeltreffende regering mense armer maak. Lees meer ...

Bhisho no longer upbeat on matric pass rate

The Eastern Cape Education Department has “revised downwards” its earlier upbeat forecast of a 10% improvement in this year’s matric pass rate, but remains “fairly optimistic” that it can do marginally better than last year’s dismal 51%.

The DA has called into question the department’s ability to handle this year’s exams, following the AG’s disclaimer and last year’s debacle which saw thousands of markers go unpaid until March. “Our question is whether markers from last year will be willing to mark the exam scripts again this year, because of this type of mismanagement (which led to the disclaimer),” said DA educational spokesman and MPL Edmund van Vuuren, a former principal.

'n Eg Suid-Afrikaanse identiteitskrisis

Namate die ANC se uiteenlopende steun steeds verbrokkel en die party al hoe meer deur ’n uitgelese groep korrupte magsmakelaars versinnebeeld word, staan talle tradisionele ANC-ondersteuners (veral dié wat as deel van die “intelligentsia” beskou kan word) voor ’n identiteitskrisis: hulle kan hulle nie vereenselwig met wat die ANC geword het nie, maar hulle kan ook nie sommer net so padgee nie.

Hulle hunker na “die morele hoogtes” – ’n plek wat die ANC eens as uitsluitlik sy eie beskou het. Daarom soek hulle maniere om weer daardie vertroostende gevoel te herwin sonder om hul bande met die ANC te verbreek.

Hulle glo die ANC kan van homself gered word; hulle gee individue in die regering die skuld vir die ANC se mislukkings, maar is steeds “lojale kaders” van die beweging. Hulle soek troos by ander ontgogelde aktiviste en skep verskeie “maatskaplike bewegings” waar hulle probeer om die maatskaplike aktivisme en massapolitiek van die UDF te laat herleef. Hulle kritiseer die regering (veral wanneer dit ’n DA-regering is). In hul wese bly hulle egter lojaal teenoor wat die ANC na hul mening eens was, en wat hulle hoop hy steeds kan word – as die regte “kaders” maar net in sleutelposte aangestel kon word.

Ek weet hoe voel hulle, want ek was eens in dieselfde identiteitskrisis vasgevang. Ek het lankal die illusie laat vaar dat die ANC van homself gered kan word. Die ANC se oorheersende ideologie van rasse-nasionalisme en politieke begunstiging is nou só ingeburger dat individue met goeie bedoelings wat probeer om die waardes van Nelson Mandela te laat herleef, dit nie kan omkeer nie.
